What is the real difference between waterproofing paint and polyurethane?

The main difference lies in how you plan to use the floor. Acrylic waterproofing paint (the classic rubber type) works great on roofs and areas that don't get much foot traffic, and it's also more economical. Polyurethane, on the other hand, creates a much harder and more elastic membrane. If you plan to use the terrace for dining, playing, or hanging laundry daily, polyurethane is the right investment because it withstands wear and tear from foot traffic and UV rays much better in the long run.

Can I use waterproofing mortar if the wall is wet?

It depends on the product, but generally, waterproofing mortar benefits from a damp (surface-saturated) substrate, but not dripping wet. In fact, water helps it cure properly. However, if you have an active water leak where water is gushing out, you'll first need an ultra-fast setting mortar (plug) to seal the leak instantly before applying the main waterproofing layer.
